If I was a police officer, and I encountered a group of rowdy football fans in a pub, and I started having a word with the loudest one of all (and let's face it, you can't really argue that 'Tommy' would be sitting in the corner listening!) - and he smelled of alcohol, and then he got his phone out and started filming me, I would not perceive that as having 'singled him out'.
I appreciate you are looking for an alternative angle on this, but I think you are working with very little evidence to support the premise that this was pre-planned by the police because 'Tommy Robinson' was drinking in a pub on a match day. That's hardly worth 'planning for' - is it? It's not like it's a rare occasion I would guess.

Firstly, the report advises that his family were not with him, they were outside.
Secondly, you don't need to be 'well known' to get yourself ejected from a pub, you just need to start grandstanding for your friends by filming a police officer in the execution of his duty, and then refuse a request to leave.
It's that simple - no 'fame', imagined or otherwise, required.
