Frogmore Cottage belongs to the Crown Estate. revenue from the estate was placed at the disposition of HM government in exchange for relief from the responsibility to fund the Civil Government.

the cottage isn't Harry's, and the funds for refurbishment is the government taking care of its interest in the estate.

No, but on the level of happiness they bring to my life. Happiness isn't dependant on diversity. However, praising the fact that there is more diversity, is fine.
