He has put staff on 'red alert' for an autumn General Election and with the flimsiest of majorities he needs to make some quick gains.
It is fortunate that Labour are in such disarray but Boris will not be complacent.
Judgment surely has to be reserved regarding his announcements. The electorate have heard and seen enough in the past and many voters will not be won over easily.
He cannot afford to put all his eggs in one basket despite so much to address (and prove outcomes) where Law & Disorder is concerned.
He will know that if he gets Brexit wrong it will all collapse around him like a house of cards.

I think you will find if you read the report that it was Boris Johnson and not I that put that particular spin on things.

he's even planning to restore the 20,000 officers to replace the ones who've vanished under the Tories. Obviously Cameron and May thought it important to save the money. So who's going to pay for them to come back again? (Bearing in mind they'll all have to be trained.) And new prisons on top of that! We'll have to see which magical money tree the new chancellor locates.
If I understand correctly, the UK will then have an increasing rate of incarceration whereas the European trend is downward. The UK's re-offending rate is very high (roughly three times) compared to the lowest in Europe, Norway's. Norway has very low incarceration rates. Re-offending rates are seen as the best measure of how well the judicial and penal systems work. Boris' experiment will presumably show whether re-offending goes down, if it does then it will be the reverse of observations/expectations in the UK and elsewhere. If that happens then it will demonstrate how different the UK is. If the reverse happens then it will also, but in a different way, demonstrate how different the UK is. What will simultaneously perhaps be demonstrated is how votes will swing, either as hoped for or not.
