Considering how many people have died from smoking compared to vaping, yes.
But over a very log period? Who knows.. that's part of the issue.
But the amount of known carcinogenics in cigarettes compared to vaping is extortionate. Going from that Vaping must be more healthy.

I don't think we know the long-term effects of vaping yet. My guess is that it probably is safer than cigarettes... and as the majority of vapers are non-smokers, any improvement is good. Obviously, the healthiest thing would be to not smoke anything- but I appreciate that isn't as easy as it sounds.

I don't think nicotine itself does much harm, jth, except in overdose (and what doesn't...).

It does not cause acute cardiac events or coronary heart disease, and is not carcinogenic. But nicotine is a problem for people with heart disease. It raises the heart rate, contradicting the goal of most treatments. Tell your GP if you have heart disease and are using nicotine replacement.//
