I am quite sure Prince Andrew, Duke of York, Royal Knight of the Garter, has met quite a few people in his time. He is of course going to forget a few.

You can rest assured that The Palace will have had teccies all over that photo, and if it was false, they would have said so, loud and clear - their silence indicates that it is genuine.
On the contrary - The 'Firm' don't have to say anything. Prince Andrew must get his photo taken with hundreds of people, its quite possible he doesn't remember this photo, a quick snap at a party. My guess is the girl is no longer the flavour of the month and has thought this pic may help her maintain the standard of living that she's been accustomed to . Dangerous games.
He probably started the rumour that the photo was fake !!
