A decision to retaliate or not still must be made by a human. One may be mistaken that an attack has been launched. Or one might opt not to cause a nuclear winter and take out humankind. Auto launch is a danger of accidental extinction of the human race. But it makes no sense to broadcast you won't use your deterrent in any circumstances. That should be considered treason.
