Yes, it's a scandal.
In West Yorkshire, members of the Police Force (unsurprisingly, from the same community as the perpetrators) have been prosecuted because they were complicit in the abuse.
Just recently, Manchester appointed its Deputy Chief Constable from that area! How is that going to inspire confidence? The failures of the West Yorkshire Force are every bit as bad as Greater Manchester's.

Anyone in the public sector over the last thirty years knows this. A car was vandalised in our school car park, deputy head apoplectic until the culprit was discivered, then we had to be 'sensitive' to the 'community's' reaction.

Very simplistic, they were between a rock and a hard place. Especially after the Stephen Lawrence report of 'institutionalised' racism the r-word was the trump card.
I think this excuse - fear of being thought racist/community tensions - hides a less palatable truth.

It's not a good enough excuse zebo. There were those among them that were trying to do the right thing like Maggie Oliver who were ignored. People knew who the perpetrators were and who the victims were and they made a decision to let the crimes continue. ie to continue allowing children to be raped, because it was less troublesome than actually doing anything about it.

In my opinion this makes them not only guilty of misdemeanour in public office, but accessories to the actual abuse itself.
^Absolutely right. There are no excuses.
Castrate, confiscate all money and assets for the victim(s) and deport.

That would be my choice.
