But it still needs to be publicly funded or it'll deteriorate to the level of independent commercial companies and their achievement. It's a rough world out their pleasing the lowest common denominator for subscriptions and/or chasing dwindling levels of commercials.
BBC Local Radio channels reach as many as 7 million in the UK, so that's quite a large audience that would lose radio services (or, at least, lose advert-free radio) if these proposals went ahead. Not to mention all the other channels that would be slashed.

With the advent of digital transmission and the old analogue, air to aerial signal now a thing of the past it is relatively easy to deny access to any unauthorised digital box or receiver. Subscribe, get an authorisation code or pin no , register it or you cannot watch.

That will be up to what the BBC wants to do. They could offer a subscription to iplayer facilities without a main package deal just like the other suppliers can or they may decide that it is an all or nothing deal. Can't see them wanting to alienate there potential future market by being peevish and then again there is always thre argument that we who have paid a licence fee for all the years are the owners of the programmes that were made with the money and cannot be denied access to their viewing. They will think twice about court cases when we are not paying for them, as they will the inflated salaries, grandiose schemes, and worldwide jollies to cover fringe activities that just so happen to tick the woke boxes.
