Many publicans
welcomed the introduction of strict, legally enforceable rules precisely because they'd been unable to get their customers to follow 'guidelines' up until then. So I can't see how any new set of guidelines could ever be made to work.
The MP for Central Suffolk and North Ipswich, Dan Poulter, is a Tory (so he's obviously strongly aware of the pressures on the Government to 'get the economy restarted'). However he's also a doctor (and thus hopedfully knows a thing or two about epidemiology too). He has stated that "pubs, restaurants, theatres and sports venues are unlikely to reopen to the public much before Christmas". That view seems to be broadly accepted within the local business community:

Much as I miss my usual Sunday evening crossword sessions, with a couple of mates, in an Ipswich pub, I find myself forced to agree with Dr Poulter.
