Diddly, she needs to forget about Cummings and do what is best for her, you and your family. It's not about principles but about using your common sense and protecting all of you against the virus.

I have refused to meet my Mum and Dad because I don't want to be responsible for passing CV-19 over to them.
The fact that DC has behaved outside the rules (or not, depending on your viewpoint) is not going to encourage me to threaten their well-being.

Perhaps your incandescent daughter doesn't have *your* best interests at heart and is quite happy to make a political point out of this (like her Mum) rather than follow the guidelines herself?
