The pole is a boat hook. The man was probably the boatowner who was negotiating the lock.
Th woman may have been well intentioned but best she never travel to the Serengeti because she will very likely mauled to death. It is called nature and is best left alone without interference from humans with good intent or not.Wild creatures are always territorial or protective. Fighting is what they do. May be the man with the boat hook was trying to suggest this to the woman who may have done more harm to the swans by allegedly kicking them.
Boathook man may not of been able to swim or struck his head whilst falling. Who knows how deep the water was there ? That could of been a manslaughter incident.

I think retro is about right the girl was probably doing what she thought would separate the swans who we are told were fighting. The bloke with boat hook was basically pointing with it, if you listen to gromit you'd have thought he was waving a 6 ft scaffold pole about like Ghengis Khan!. The villain here is that idiot shoving the bloke in, close to that boat he could well have wacked his head.
Oh gosh TTT I'm no good with links, but it was a couple of weeks or so ago and he was jogging past a pair of swans with their cygnets and he just kicked two of the cygnets out of the way instead of trying to avoid them. It died later at an animal sanctuary of head injuries, but the other one got back into the water in time and lived. He's a bloke about 60ish and apparently the police are looking for him. Saw it on Mail Online.
