Most probly thought they were operating pretty much within the guidelines. It only takes a few seconds being off guard- filling up a at a petrol station, stopping to pick up a Costa coffee perhaps without a mask who knows, meeting up with a friend. And maybe theyd met up with someone else previously just for 5 minutes. Its spread so easily. Stick to the guidelines. Stay in where possible, walk locally on your own if possable
While I'm on my high horse, what the hell has something "not in the spirit of lockdown" got to do with dibble. It's either legal, in which case it's got naff all to do with the police, or it's illegal, in which case it does.
The women concerned have done nothing illegal, so the "spirit of lockdown" from the POV of plod is utterly and completely irrelevant.

// we brought our own drinks with us. He said 'You can't do that as it's classed as a picnic'. //
This is just barmy. You can’t take a flask of a warm drink with you on a walk on a freezing day?
This is a disgraceful power grab, assuming powers that do not exist, harassing the public that are within their rights to walk five miles from their homes. The £400 fines should be immediately refunded, and the unthinking dullards who administered them told to apologise.

Stickybottle provides a false equivalency and then follows it up with an assumption that people who find the situation in the link absurd should consider another member's experience.
A very very poor argument from Stickybottle (natch).
I know this is serious, other than the idiots who think it's a hoax, everybody knows this is serious, but, but, two women going for a socially distanced walk is not serious, it will not result in "blood on their hands" and will not "... put other humans' lives at risk". Get a grip.
If they were going around spitting in the eyes of passers-by, you'd have a point, but as they weren't, you don't.

If the fine was unreasonable they could appeal it and get legal advice maybe paid by crowdfunding and would probly be successful in appeal. Rita Ora wasnt fined. Piers Corbyn was released without charge. But my guess is they will accept it. Agree that the legal position needs clarifying- needs to be in law perhaps with a figure for acceptable journey length- or police should be told just to turn people back
