Surprised that a former PM acted in such a cavalier manner when he knew full well the risks of exposure. You really would think he'd know better.

Because no law has been broken, an enquiry will simply reiterate that, there may be a tightening of the rules, which will simply mean that former high-ranking ministers are expected to act with the morality that their position entailed when in office.
In other words, ex-ministers will have to behave as a matter of law with the same sense of honour and propriety that the rest of us simply take as read.
It's a sad state of affairs that it will take a change in the law to make individuals behave in a manner that is natural and appropriate to everyone else.

I don't believe you can rise to the level of government that Cameron did without being able to shrug off the opinions of people who don't matter - which is just about everyone.

As AH has said, no law broken so nothing can really be done about this other than tighten the law for future PM's.
