As pointed out on the Beeb News, the Portuguese Hancock equivalent said there has been only 12 cases today.....so why, why, why are the UK suggesting that Portugal is going to amber?

Goverment cant win on these things. Some say its unnessry but well never really know what might of happened if Portugal stayed green. If it stayed green then lots of Nepal cases was found people would of said we should of closed borders sooner
