Regardless of the nit-picking between the terms "racism" and "xenophobia" - by either name, the contents of this letter are appalling.
Sadly, this kind of attitude is still common, although it has gone "underground" because of the racist and hate speech laws.
I agree, the author of this letter should feel the full force of punishment.
This sort of thing happens the World over and even within countries. Look at what the Welsh did to people cottages.
It's one sour git (who probably couldnt get a gp appointment). Making a fuss on social media has probably fuelled the person on to do more. Best ignored.
It happened to us in Wales ymb, my Dad lived on Anglesey and when we visited many years ago ,those that were speaking English in the pub suddenly started speaking their native Welsh around us

Strong Latin colony ( you know where Ovid wrote Tristia ( trees-tear - tears real tears) and letters from Pontus ( ex ponto - silly! ) and the langugage is close to - er Italian.
For those who dont know where Romania ( or Pontus!) is[ about 90% of AB that is!] - it is north ( norf) of Bulgaria which has a slavic language
