Am I missing something here? The boy was riding a private (ebay purchase) e-scooter illegally on the road. Would he not have similarly ignored any legislation that required him to wear a helmet?

Yesterday the girlfriend was on the news talking about how his sacrifice could save other people and i thought what a strange way to put it - he didnt make any sacrifices (unless they are talking of his death, in which case sacrifice is a very strange way of terming it).

I suppose that were helmets mandatory on e-scooters, anyone not wearing one could be pulled over immediately and then checked to see if they hold the necessary category Q entitlement on their licence. As it stands at the moment, how are the police to know which e-scooter riders are taking part in the government backed trial?

You could choose to interpret it that way, but even then it's not ridiculous: it's like wearing a seatbelt while speeding, or wearing a cycle helmet while riding on the pavement.
But their message is to wear a helmet while on an e-scooter. And I have never seen anybody doing that on a legally rented one.

Failure of Government.
They make e-scooters illegal to use on public roads, but do not enforce it. So lots of people do it. It is illegal to sell a car in a dangerous condition, but our favourite tech tax dodger is awash with them for sale.
