You may assume the PM is enjoying a 'freebie', but you don't actually know it for a fact do you?
It may be the PM is paying market rate rent in order to head off such criticism as that you are offering, albeit with no evidence beyond your assumption, which doesn't really count.

Government runs as a series of departments, each one fully staffed and independent, and they don;t all need Boris's sign-off for every mortal thing they do every minute of the day.
He will be in constant touch for anything that actually needs his input, so his holiday will not be as free and easy, and maybe nor even free - as his detractors want to assume.
