But it’s like anything else we don’t allow children - or in this case young people - to do. And they could still smoke: it would just make it harder for them to buy. Whether anything will come of this tho is another matter. It does seem a bit vague.

Changing the age limit will not solve anything. How much extra money are the police to be given to implement this plan ?
Under age drinking has gone on for decades, yet every weekend our towns are full of drunk (or stoned) youth.
This is a the Government merely making the right noises, but not spending a penny to make the policy work. So it won’t work.

//... this way it gets phased out gently, surely you can see that.//
The plan will see smoking phased out gently. But it will have an immediate effect on young people. All those aged 17 at the time of the change would never be able to smoke. The main difficulty I see is when, in say fifty years time, the age has been raised to 68, then 69 year olds will be asked for proof of age when they attempt to buy 10 Woodbines.

Not sure raising the age until no one can buy them would ever work.
NZ seem to be a bit different, seems they have set a date which if you are born after you can never buy them. Perhaps thats the best way?
Personally I think it needs a multi pronged attack with tax, very graphic education (to youngsters) and the NZ idea.

10 Woodbines! Don't exist any more. One of the bad recent developments has been the removal of packets of 10. They were useful for people trying to wean themselves off by sticking to a packet a day. Now you have to be strong-willed enough not to dip into your packet for another when you've already had your 10.
