And if Remain had won, Cameron would still have been PM and there'd be no immediate route to power.
No one thought leave would win JDavis, including Boris - and everyone that voted for it if they're honest. He wanted the vote to be close, so that he could challenge Cameron for the leadership.

He was flummoxed when it actually happened because he didn't want to be the PM that actually had to deal with it. Hence why Theresa May ended up with the job.
