As has been said a few times on here, Bobs, why would the French want to stop them 'leaving' France?
As for why they are not sent back? Too many successive governments have failed to come up with a legally air-tight plan to do just that. They'd be better off trying to employ some of the legal experts from the 'other side' - the ones who totally outsmart the government's legal team time after time.

Personally I believe the government should simply charter a ferry once a week and charge any migrants who want to make the trip the going rate that they pay for a voyage in a rubber boat (which appears to be about £3,000 each). This would free up Border Farce staff and they could be transferred to Gatwick where they could spend their time more usefully frisking incoming passengers for contraband fags and booze. It would also allow the RNLI to use its resources for its main purpose - to rescue those imperilled on the briny through no fault of their own.

I didn't say they had a right, Bobbi. Our lawyers are thwarted time after time when trying to deport those we consider illegals. I suggested our government employs some of 'their' lawyers' - they're the ones who seem to know all the loopholes. Either that or introduce laws which mean we do actually have complete control of our borders.

I fear it's too late and have thought this for a very long time - way too soft in this country.
Does anybody ever watch the Border Force type of programmes on Pick (channel 36 freeview) ? Australia and New Zealand are so much stricter than us and will stand no nonsense from anybody. Sometimes I even think they are being a tad mean when they send a weeping young woman back to her own country, but they are THEIR rules and it works for them. Like I said, way too soft here.
