However defence minister Shoigu may also make an “appeal”:

“Recall that earlier today the State Duma of the Russian Federation in three readings adopted a law that introduces the concepts of "mobilization", "martial law", "wartime" into the Criminal Code, as well as punishments for desertion and for voluntary surrender.”

If these so-called “republics” join Russia, however illegally, Putin can use the occupation of “Russian” territory as an excuse for full mobilisation and possible martial law.

At the moment conscripts can legally refuse to serve abroad in the “special military operation”
They would not then have that freedom if a “war” is occurring on “Russian” territory,

It was only a couple of weeks back a referendum in Kherson was postponed indefinitely because of the “security situation”. The “security situation there now if anything is worse.
So it’s as I say, desperate
