Why did he?
Well, allegedly, he had an affair with her which might have scuppered his chances of becoming president.
It's not a crime to pay someone to keep quiet.

The crime is that he misrepresented what the payment was for in his accounts, saying it was for legal fees.

It won't be bonkers to lunatics who would cheer if Trump was arrested and jailed for jaywalking...but to me this is bonkers and will go the way of the other witch hunts.

I would say in this context it's an adjective: i.e. "it is a bonkers idea [to indict Mr Trump]. It describes the idea.

They're always hitting on a different idea to try to nail him. Nothing seems to do the trick. Perhaps they should give up.
It is bonkers. How can a former president of a country get into this much trouble?.
