I dont believe this man is inherently bad (he returned the dog) but is just caught up in this current trnd for likes on Thicktok. Now he will likely end up with a criminal record.
What can be done about this sort of thing? Should Thicktok and similar be banned if they cant keep their own house in order? Problem is how can they.

Riots only seem to start when the police get involved or are rumoured to be involved. See link below:

In fairness, rumour of police involvement is possibly what gave those involved the excuse to start. It doesn't have to be a valid excuse. Problem is the police seem to allow too much and so the limit gets pushed, or ignored by some in the knowledge that if enough back them up they may well get away with it.
//It is not TikTok that is at fault. //
Not entirely but social media companies need to sholder a good part of the blame. If they shut these videos down and banned the user when it came to light then it would go a long way to halting this. They dont shut them down though, well not until they are pretty much forced to.

douglas \Best stick to the maths problems I think.\
No amount of mathematics will bring back the lives of those 2 boys.
It's becoming an all too common occurence!! The potential harm caused by police pursuits outweigh the severity of the initial offense. The need to apprehend a suspect does not justify putting the lives of innocent people at risk!!
There has to be another way!!

//Crucially you omitted what the police were doing prior to their attendance at the RTA.//
I think one hypothesis is that they were pursuing the boys because they suspected the £4,000 e-bike they were riding to have been stolen. Of course, if it wasn't, all they had to do was to stop and provide their credentials. But they didn't.
