They said on BBC news channel last night that it looked like a signal problem that sent the express down onto the loop that the freight train was stationary on.

yes they did say that but now they are looking at prosecuting someone so there must be more to it.

By “criminal act” it may suggest manslaughter or a neglectful act of duty. eg a signalman fell asleep or was drunk. Pure speculation. No doubt all will be revealed later.
A Croydon tram driver is/was facing criminal proceedings recently for the death of passengers in his care.

Quite true. The Croydon tram driver is alleged to have fallen asleep at the wheel and allowed his tram to enter a sharp bend at three times the recommended limit. He is on trial at the Old Bailey CCC to answer charges of failing to ensure his own safety and that of his passengers under the Health and Safety Act. I am sure he didn't intend to nod off and cause the death of seven people.
