Because a majority of them are not patriots and wish to show alliance to a foreign elite whom they would prefer to rule over them (and presumably they approve of that elite being awkward and causing issues for the UK).

brexiters often insist that people who voted remain must "respect the result"... i am not sure entirely what they mean by that because although i consider it a bad decision and will continue to say so... i do respect the result and consider it irreversible

i would counter that brexiters need to accept that half the country simply does not see the EU in the same way that they do and never will... this doesn't make us traitors
Maybe their Ukranian flag is at the cleaners and they didn't want an empty flagpole.
They're not hoisting it. Mr Khan's office is. Great advocates of democracy. The majority of Londoners better hope he likes what they do the next time.

The most important thing about Brexit is flags.
I suppose it's true in a way since there are precious few other plusses outside of "sovereignty" and something for red faced brigadiers to spraff about.

if they're allowed to fly the Ukraine flag the should be allowed to fly any flag they like (maybe not the ones signifying you've got yellow jack aboard): it's a free country.
I wonder how many other European country cities are flying the UK flag just because some of our people live there.

i don't know if you have noticed toratoratora but london city hall is not intended to represent the whole of the uk
I recall some left wing council flying some terrorist affiliated flag but some flags that town halls hoist are really quite gay. :-)
