It's a common response to bad times, to look back with fondness at previous leaders, and assume that, where they here now, things would be better.
It's highly unlikely.
For all her personal determination, Lady Thatcher was a pragmatic politician, and she would have seen the wisdom of signing into the ECHR legislation for the benefits she would have seen at the time.
We all have 20:20 hindsight, and wish things were different, but they aren't, and getting misty eyed about a politician who was once a powerful force, but became an intransigent liability, doesn't really help things.
It's highly unlikely.

Much as I despised her, Thatcher's departure laid the ground for the disastrous Brexit. She would never have contemplated leaving, she would sort them all out deGaulle style. No leader since her has had the balls to exploit the UK's strong position in the EU, so they cowardly backed out, to the appalling detriment to our economy and the shabby reality of the sunlit uplands.

Would she have signed the Maastricht Treaty, do you think?
The one thing TGL excelled at was championing the interests of the UK. Unless drastic changes were made to that Treaty, she could not have signed it and continued her championship. Something would have had to give, and I'm not so sure even TGL would have persuaded the Euromaniacs to reconsider.
