Not nearly enough information in that link.  

I saw this elsewhere.  Seems he had someone cut some trees down, or at least that is what the council say.

The problems is, regardless of age, you cannot go onto land that is not yours and start clearing or anything.

If I had been asking them to clear it for a year and they hadn't, I'd have done the same.

But did he have the right to even go on to the land? 

You can't just go onto someone else's land (or pay someone to do it) and start chopping things down, whatever your age. 

Maybe this will throw some more light on the matter.

It's not possible to form any judgement on this from the info given.

If I had to make an educated guess, I'd say they were deliberately growing a wooded area on their land. He didn't like it being at the bottom of his garden so he removed (ie vandalised) it.

Without knowing what correspondence he received during the year he was complaining about it, it's difficult to be sure.
