In December 2020 Boris said that members of the Con Party held that view also, according to an entry in a notebook kept by sir Patrick Vallance. So it wasn't just Boris.

we don't hold presidential elections in the UK. the only people who had the opportunity to vote for "this man" were the residents of Uxbridge & South Ruislip.

Boris also asked Cummings to find a dead cat ,To get the Covid pandemic off the front pages of newspapers.

It wasn't a literal dead cat. It’s a, "dead cat" as in folk around a table can be distracted and diverted from discussing important matters by someone dropping a dead cat on the table.
