Gulliver1- I agree that a failing department shouldn't be getting rewarded.  However you are completely wrong about this money going to the Tories- the Home Office isn't made up of Tories- in fact it's well known that the Home Office is made up largely of civil pragmatists- notoriously left-leaning liberals.  So completely misleading "question" headline, most likely deliberate trolling.
