I can understand the dogs need training but what ever are these people thinking?
TTT - You appear vexed on two fronts - firstly, people who choose to decorate themselves in a manner you disapprove of. That's their personal choice and right in a free society.
Secondly, if by 'these people', you mean the dog trainers, that is explained in your link.
If you meant that tattooed people, I refer you to the first part of this answer.
You can see by the look in the eyes of the fella with the face tatts that he really likes that pup.
But one does have to wonder what drives people to have such extreme markings, for one it pretty much renders you unemployable and 2, unless you are built like the proverbial brick out house every time you went to the bog someone wold be likely to follow you in and punch you in the face.

Well that was an incredible waste of research. And waste of money and resources.
Perhaps the guide dogs leading the people with tattooed faces and necks can be fitted with a neon display advertising that they are attached to a nutjob.
The dogs wouldn't mind, the freaks would be unaware, and the general public would aporeciate the warning. 😀
