Parents were keen to get their kids out of nappies when they had buckets of dirty nappies to wash and dry every day. Nappy rash was a horrible guilt trip for parents, too.

The nursery shouldn't be used to make up for lazy parents, it's the parent's responsibility.
The use of disposable nappies has contributed to the laziness, there was nothing like a soggy terry nappy to encourage a toddler to use their potty. Now parents say their dears cannot possibly be expected to be out of nappies until they can write a note, clearly all those thousands of us whose toddlers were out of nappies by 18 momths were guilty of abuse!
If a child starts school in nappies for no, certified medical reason then the parents should be available to deal with them. There are supposed to be two adults present when a nappy is changed, who is watching the rest of the class while this time is being wasted?
