Reading up on it, these are to be offered to people with health problems.  It seems they can't be trusted to use the free for many home blood pressure monitors and glucose finger prick testing monitors so have to be tethered. 

Many diabetics are already entitled to free 'continuous glucose monitoring' wearables.

So the hale and hearty will be still be dropping dead from 'silent killer' diseases

^^ And its the ones who cant be trusted, many of them workshy who are helping clog up the NHS  because they cant be bothered to look after themselves. But when they really fall ill due to their own neglect they expect and demand trestment without delay. They also tend to live at the doctors surgery, but the latter is all part of avoiding getting a job.
