Not true: The nukes in Ukraine were there by virtue of the fact that it was a part of the USSR, but when that collapsed in 1991 & Ukraine became an independant state, those weapons & everything else on Ukrainian soil became Ukrainian property.
Surrendering them in 1994, at a ceremony in Budapest along with Belarus and Kazakhstan, in return for security guarantees from the United States, the UK, France, China and Russia.
A crappy deal I would say.

The Minister of State for the Armed Forces (Mr. Jeremy Hanley) : Such weapons are possessed by Russia, China, France and the United States. Some weapons are also possessed by Ukraine, Kazakhstan and Belarus, but these are controlled by the Commonwealth of Indpendent States."
