I'd have to admit that I'm taking a stab in the dark about what you mean here, since the question's a little on the vague side, but... On the assumption that you might be referring to a Labour Party with a head honcho that has
a) sold out his party's key beliefs and
b) 60% of the electorate thinking he's a liar over the WMD issue, a Conservative Party that's pretty much unelectable and a Lib Dem Party lead by a [edited out], and basically not in with a chance anyway - assuming that's what you mean...
This would be neatly cleared up (well, from a philosophical point of view) by making voting compulsary and allowing an abstain vote.
On the practical point of actually governing, I'd suggest Brian Blessed for running the country if no one else won.
