I have no definitive answer - I can only say that I have a DVD player and burner, and I author discs on a 600MHz system with no problem at all. So I would suggest you could get away with something a bit slower, although I did have a little trouble playing video files on a 366 celeron.
I've still got the box for the basic DVD drive (a Samsung combo: DVD player & CD-RW) that I put in my PC & it says:
Pentium II 266 or above
'Not ancient' version of Windows (95/98 or newer)
64MB RAM
1GB hard drive space. This is, I'd guess, because my drive acts as a CD-RW as well so I need temporary space on my HD for copying CDs.
