Pay rises

How can the Goverment afford 2.45% for the teachers but can't afford the rises already agreed for the Police? Is this just paving the way for them to vote themselves above inflation rises?

There is a simple reason for agreeing to the teachers but not the police. That is the teachers have threatened to go on strike. The police have a NO strike agreement. And we wonder why people join unions.
