I have no access to his medical reports; to his prison records nor any other relevant documentation that one needs to make a proper, rational decision.
There would be nothing 'rational' in releasing him from prison no matter what his medical and prison records showed. Not only would that be an abrogation of duty to ensure the safety of the public - it would be sheer madness.
Of course he shouldn't but given the various Articles of the European Court of Human Rights, it is possible he could get out on a technicality in 2011.
Also, after several attacks in prison he is blind in one eye and has serious loss of vision in the other, add that to his mental state and the ECHR might just overrule the SoS.
I think if you didn't live in Yorkshire at the time this man was committing the murders you cannot truly appreciate how terrified women were of being out alone. I live in York (which he apparently visited) and my employers arranged for female staff who worked late to have escorts to their transport home and until he was caught you just could not live a normal life.
There is no change in curcumstances that would warrent his release, ever. Sorry Ethel but I don't know what medical report could ever induce you to free this guy. I don't give a rats ar5e about the touchy feely stuff. "is he a danger to the public....yada yada yada", 13 murders = die in the slammer, end of!
I lived in Bradford when the ripper was doing his worst. I had just started work in a factory and everyone was talking about this horrible guy who was butchering women. Not all prostitutes either, some were just young students.
It was a terrifying time for women, and I can still remember the disbelief in my mates conversations at the time.
On no account must this person be realeased into civilised society.
