Is it possible for George Bush to declare that he didn't really win the presidency first time round and therefore be clear to run again in 2008?

In a word, NO , he is limited bt law to two terms of service, he has already served the first one, regardless of the shenanigans around rhe first result

While druiaghtagh is technically correct in asserting that Bush is limited 'by law' to only two terms, we must remember who it is we are talking about.  This is the man who responded to a question about international law with this response, "International law? I better speak to my lawyers"  (source: http://www.commondreams.org/news2003/1212-09.htm)

This man doesn't have time to worry about the little things like laws, the constitution, or democracy.  Besides, even IF he believed laws weren't meant to be broken, that wouldn't rule out changing them.  With Ashcroft on his team (not to mention the senate, house,and soon the supreme court as well) anything is possible (patriot act III, IV and V).

Short answer, no. Presumably by declaring his first election invalid he would render any legislation he signed invalid (I am neither American nor a lawyer, so I might be wrong in this) and besides I don't think it was. Though with both houses of Congress and most Governorships in Republican hands, it's not impossible (if very unlikely) that they might ammend the Constitution to allow him (or any other two term President) to run again. They might at the same time add that any citizen, and not just one born in the USA, was aligible to run for President, making an Arnie Presidential bid a possibility.

No, it is not. No President can, by law, serve more than two terms total.

As for those who worry this could be changed by Congress, allow me to put your fears to rest. If such a law were passed to allow more than two terms, Dubya would have to face off against not John Kerry or Al Gore, but William Jefferson Clinton, who would so soundly kick his slack-jawed, moronic rear back to Texas that you folks would hear the impact there in the UK.

Perhaps by appointing enough new Supreme Court judges, Bush could cause the repeal of the 22nd Amendment.

As an American and a Democrat, I would love to see them repeal the 22nd Amendment so Bill Clinton could kick Dubya's rear in 2008.
