This man doesn't have time to worry about the little things like laws, the constitution, or democracy. Besides, even IF he believed laws weren't meant to be broken, that wouldn't rule out changing them. With Ashcroft on his team (not to mention the senate, house,and soon the supreme court as well) anything is possible (patriot act III, IV and V).
