If not who would be the best European country to take the lead?
//// Miliband warned that without an effective European foreign policy Britain and the EU would increasingly become an irrelevance, in a world dominated by Washington and Beijing./////
Isn't Britain already dominated by America's foreign policy?
Perhaps Milibrand has already been told by the US to take the lead in Europe, this way America gets to keep a voice in Europe.

But Obama wishes to engage with Europe again, so it is our interests to take the initiative and again take a lead in Europe. The alternative was last seen under Thatcher when we were reluctant members, and we took little part in shaping policy.

I agree with some of Milibands points but to think Britain in isolation has about as much weight as a stranded whale on a beach. We need to be part of Europe that can speak with one voice. The future holds for a multi-polar world where no single country dominates and that includes the US.
If Blair becomes President of Europe then many of the US's policies will become so abnoxious and following the US into every skirmish which Blair would adhere to makes a mockery of any alternative policy. It has been shown Blair shows no influence unless it is support of a US policy. We need an antagonist to US foreign policy
if the world is to become a safer place and prevent the upsurge of al qaeda.
Britain with its little englanders especially under the Tories makes this subject a big mountain to climb.
