OK to answer your question of "what channels can you revieve up north on an analouge set" takign into account your moving of the goal posts and now saying north west, I could (if I live there) recieve the following on an analouge set

I think we've hit the core problem here...it's a matter of interpretation.
You state that you only need a licence if you watch live broadcasts. This is true, but you must ensure that the set is de-tuned - ie:
"the television set must be incapable of receiving all live broadcast programmes.
Jack why would an old analogue set need to be detuned in granada land if it can't pick up a live broadcast

The BBC certainly fulfils its remit.
Many of its programming would never be commissioned by a commercial broadcaster but delivers excellent content that either goes on to win a large audience e.g. the Nature Watch strand or satisfies a wide array of minority interests e.g. Michael Portillo's series on rail journeys.
We all pay (by income tax or vat) for:
parks (municipal and national) - whether we like them all or ever use them
museums and art galleries - whether we like them all or ever use them
because we believe as a society, having them enriches our nation and us as a people
same with the BBC - excellent value for money

RS - I'm flattered but I don't have actually have a great deal of technical knowledge on the matter of broadcast signals.......
If there is a house in which there sits a now defunct analogue TV set, used only for 'playback, etc' I suppose you believe that the Licensing Authorities should know about this by............osmosis.............telepathy, etc. ?
Removal of any external aerial, etc. ought to help matters.
