Just that the situations are different. The first would be correct except that the speaker is applying the word incorrectly to non-humans. Whereas the first it is meant correctly, exit does simply mean exit, and so a British exit means simply that Britain is leaving the EU regardless; any deal being a separate issue. I suppose it's easy to confuse the two situations.
