'To man' means to be the operator or one of a team of operators of some enterprise. In the navy in older times the crew would be ordered to "Man the guns!" That is, go to their gun-stations and be ready to fire them. Today, for example, if people having a party suspect that outsiders might try to get in, one of them may say: "I'll man the door", meaning that he would stand there and be responsible for keeping outsiders out. In your example, the people selling sandwiches etc were 'manning' the carts...ie running them and doing the selling
