there is a certain type of american accent that some actors adopt when playing someone from that kind of era...particularly women

its hard to describe... the actress playing amelia earhart in 'Night at the museum 2' does it, Phoebe from Friends does it when she meets her boyfirends parents, and Frasier Crane seems to have it a bit too

i 'think' bette davis had it too

what is it? has it a name? is it from a certain town...? if so where has it gone..?

Not much different from Received English, the standard somewhat posh pronunciation used by actors and the BBC until the 1960s... http://en.wikipedia.o...eceived_Pronunciation
I've traveled all over the country and the closest I've heard is the old money in New England. Mostly it just comes off as fake.
