Is this a statement, a saying, or just a Political Opinion?

It comes via George Orwell: "During times of universal deceit, telling the truth becomes a revolutionary act". I'll leave it to you ABs to relate it to current Countries!!

An aphorism
For it to be a saying, it would have to be something reasonably known and commonly said by lots of people - "religion is opium for people", for example. Especially good would be to get it slightly wrong, e.g. "all that glitters is not gold" or "methinks the lady doth protest too much".

Aphorism is spot on.
