Wave/Ebb?

Hi! Does anyone know the correct quote, something like;
'the lowest ebb comes before the biggest wave' ??, and also who said it first?

It's not quite what you are looking for, but how about the proverb "The darkest hour is just before the dawn"? That seems to mean much the same as the ebb/wave idea.
As my suggestion is a proverb, who first said it is probably lost in the mists of time and you did ask for "something like" your phrase.
