This idea was already listed as a proverb in the 1500s, so, it's obviously been around for over 500 years, if not for millennia. It is, of course, based on the fact that cats always seem to scrape through, no matter how difficult the situation might appear. For example, they can fall from considerable heights and just get up and stroll away...large dogs might corner them and they just leap onto a high wall and wander off disdainfully, often leaving the dog with several blood-streaks on its muzzle and its tail between ots legs.

In other words, they're simply nature's natural 'survivors'. In a more superstitious age, people probably actually believed that they survived death many times over. Dogs don't have it quite so rosy, I'm afraid.
