In what context is it used?

Rizla is a brand of rolling paper and is often used (also in the form Rizle) as a term for a hand-rolled cigarette or joint.

Rizla paper is also known as a 'skin' which leads to the Cockney 'Vera' - (Vera Lynn).

we call RIZLA La De Dar ie RIZ A LAR .Vera lynn has always been GIN.
Vera Lynn can also mean chin; such are the vagaries of rhyming slang.
