In the USA the term "collect call" is used.

I've not heard this said in the UK.

What is the meaning of "collect call"?

Reverse Charge (e.g Call paid for by Receiver), I think!
Yes, HJSimpsonuk, you're correct - caller 'collects' the charges.

Do you still have to phone the operator to do this and what are the call charges relative to a standard call?
Yes, you have to phone the operator. There is also a company working with BT that deals with this type of call that you can apparently reach by dialling '0800 REVERSE', though I haven't tried it.
Searching online for call charges for the BT service results in a total muddle of information. Best ask the operator.
