His most famous novels were "Nineteen Eighty-Four" and "Animal Farm", both satires on modern society and totalitarianism; he also wrote essays and criticism, and was a prolific broadcaster during the Second World War (though strangely no record of his voice exists). He often expressed outrage with human conduct of one sort or another, so presumably "Orwellian outrage" is intended to convey the idea of outrage of a particularly acid and satirical kind.
