I read an article on slate about Jimmy Carter that was titled "Peanut Envy." What does the phrase mean exactly?

Freud said women had penis envy - that some of their experience was coloured by the fact that subconsciously they would have liked to be male. This line of thinking has attracted much hilarity among feminists. Anyway, 'peanut envy' is a play on words because Carter was a peanut farmer before he was president.
